I believe that it gives an extra squirt of oil, but I am not sure where. Cylinder bore?

I assumed it was spark advance and choke on the left and throttle and mixture richening on the right.

Pretty sure that I am right. It used to wind the previous owner up no-end when people would play with the control when it was parked and he would disappear in a cloud of blue smoke when he started it up.

My only clue was that the rider mentioned richening the mixture when he started to pull away. FWIW, my '31 Ford has an enrichening adjustment for the carb for the driver to use. Otherwise, I defer to your experience.
