T: Fuel Tank Oil Tank Stop Valve (T32) Yes or No

It is highly unlikely anyone would want to separate the upper frame member other than in a workshop in this day and age.

What is the perceived wisdom regarding the removal of the actual stop valve from the body of the valve completely to ensure a less restricted free flow of oil?

Whilst I am here what is considered the best way of creating a good seal between the two parts of the stop valve body please?

No it is not necessary to be there, only an aid for servicing. Yes it would improve oil flow. Clean the parts thoroughly and use a smear of good quality pipe/thread sealant. There is a thin section fibre washer that goes between the main filter housing T 32 AS and the thread in the upper frame member, and I use a smear of sealant on that one too.
