I am no fan of the DVLA I have always supported the view that road tax should be on petrol and an mot/ownership scheme would be far fairer and cheaper.
However given the present system the closure of local DVLA offices raises a lot of questions around re-registering rebuilt basket cases not on the DVLA system and the inspection of documentation, initial MOT without reg number and the bike itself
this is all in the FBHVC newsletter http://fbhvc.co.uk/files/2012/02/FBHVC-Newsletter-No.1-2012-PDF.pdf
where the section by Nigel Harrison sets out the problems very clearly
There is a consultation available until March and I hope the VOC makes its views known ,My guess/hope is that the Historic vehicle clubs will be asked to increase their voluntary role and if so we should make our presence known
