I live down a long dirt road and was thinking about using penetrating oil applied to joints at fork pivot points, any thoughts? also the felt at bottom of stem is loose, any clever fixes? thank you.

for the felt i made up an Ph bronze ring just 0,05 mm pretensionened and fitted under the inner, running against the outer, mind you close up the hollow hole pointing at the cylinder bracket.
the sindles i made each side a hollow drilling with M5 grase nipples so each pinint is seperatly serviced, and a drilling with M6 bolt in the middle takes the overflow to one side and outer side (if m6 bolt in)

bit of work, but than again its summer, what would we do else....

I always used some engine oil in a squirt can. It seems to penetrate well.
